Manga-wise, Toppo would oneshot. Anime-wise, could go either way though I'd still say Toppo stomps when considering he should be on par or stronger than Goku's Genki-Dama against Jiren, which should logically be stronger than the Genki Sword Trunks used.

It was PSSB Goku he fought, evident from Goku's aura being completely absent from anywhere but his fists just like against Merged Zamasu. That said, Hakaishin Toppo will obviously be above PSSB tier.

He was regular SSB in the manga. Toppa was already having trouble fighting Goku as a SSG. Going from SSG to PSSB would be a massive boost and Goku would have defeated Toppo regardless if he caught off guard. As for Topic, I think Zamasu will win.

Expanding on that in a more serious manner, it was shown that the speed difference between SSG and SSB is quite large. Toppo wouldn't be able to closely dodge SSB Galu's strike at close range if he were only comparable to SSG tier.

Can't say anything about manga, considering we haven't even seen him in the form yet. Aura of a god is likely different. In any case, Toppo is likely winning this imo.
