The GOAT Potara fusion Meerus Hakais and ray guns everyone. 
Seriously though, assuming you just meant Merus, he ought to be above the Base Saiyans and whilst the current chapter has brought scaling into question completely, I'd say their feats in the U6 Arc and ToP are far more solid. That said, Merus solos GT but loses to any character in the Super manga above Base Saiyan tier such as a lot of the U9 competitors or the Trio de Dangers.

Could go either way. Manga #18 is likely above the Base Saiyans given how Roasie was able to fight on par with The Preecho from what we saw, who Cabba needed SSJ to defeat and the combined power of U2's trio didn't completely stomp #18 immediately. I'd probably say #18 has the edge in power and stamina, with Merus having a slight edge in speed.SIAD said:
