Goku said out of impulse fusion could beat Boo, but Boo disagreed. Who was right? If Gokhan wins, what form does he needs to beat Boo?

Gokhan should win. Boo still had a shred of doubt in his mind, hence why he opted to stop the fusion, unlike when after he absorbed Gohan and didn't give a shit if two Goku-level opponents fused.

Elder Kaioshin didn't disagree that Metamoran Gokhan would win either. He only pointed out Boo not letting them do the dance as the reason it wasn't viable.

Boo doesn't know jack about fusion. Dai Kaioshin who most certainly does is only worried about Buu letting them do the dance, not it being too weak.

Boo was actively trying to stop Goku and Vegeta from merging though. Hell he even tried to kill Goku before he fused with Mr Satan.

Old Kaioshin doesn’t even have knowledge on fusion dance though. Plus him only pointing out they wouldn’t manage the dance rather than power doesn’t mean the fusion would be stronger than Boo, just means it wouldn’t matter since they wouldn’t be able to fuse either way

Elder Kaioshin knew enough about Metamoran Fusion to differentiate it from Potara. He knew the weaknesses since he described the strengths of Potara. If power was the issue, he had plenty of time to mention it, but the only thing he mentioned as the downside of Metamoran Fusion at the time was having to do the dance.

Boo didn't care if Goku and Vegeta fused, though. Like you said, he was going to kill Goku regardless and was already on his way to their location. When he was Gotenks-Boo, he expressed a small amount of doubt despite being sure of his victory, but after absorbing Gohan, he didn't care at all and wasn't even going to humor the opportunity.
