Moriah, Kaido, Doflamingo

Moriah back in the day was a rival to Kaido supposedly. How much weaker do you think he was in the present day to be able to be kicked around by Dofla and the Pacifistas? Does this say more about Doflamingo's strength or Moriah's weakness?

Moriah's weakness. I remember reading something like that but I can't find evidence for rivaling.
