The problem is that Toei has a penchant for nonsensical base Saiyan fights just for the sake of giving base Saiyans something to do. Just look at base Goku vs Ikari Broly. I mean seriously, Goku says Fat Janemba has the greatest ki he ever felt and proceeds to fight in base just because.

Well, I still take that as regular TOEI nonsense, just going through the motions for fights.

Are we assuming Base Gohan > Ssj Goku (Buu Saga) here? I think not. I think it's a throwaway fight personally, and they probably assumed the kids were piss weak.

He doesn't like to answer power scaling questions. I think you need to be indirect to sneak past his anti-power scaling questions filter. Like ask whether Goku was using invisible Kaio-Ken against form 4 Cooler or if it was normal Goku. And ask if Goku used Kaio-Ken x20 later.
