I think Fat Boo level might be a bit too much. Goku didn’t even use SSJ2. Mr Boo fits fine with the “Broly ~ Boo” statement from Koyama (Which I have never seen so idk how specific it is).

It is likely refering to Fat Majin Buu as the one who is commeting also comments about Janemba who in his first encarnation isn't much ahead of the former Buu.

If I were to put FAT Boo between Broly, it would be between:

Fat Boo (vs Majin Vegeta) = Broly (Movie 10) >> Fat Boo (vs Dabura or Gohan)
