We are also showing with institutions such as the Red Ribbon Army that a higher rank doesn't mean something as simplistic as a greater power. Yeah, in your opinion based on how you interpret a scene instead of more clear cut evidence. You're assuming this was the intent of the directors when it's far more likely they didn't overthink the sequences in such a manner. Unless you can use hard evidence to debunk what the guide says, there's no reason to believe it's inaccurate.But that's the point. The movie only showed Gohan beating Rakasie. That was needed for Tullece to have interest in him. Him not fighting another one suggests he would not be able to beat him imo.
