Given how they stomped Tenshinhan, it goes to say Nappa should be capable of doing the same when he ought to be minimally behind them, assuming the Kikoho is banned. If the Kikoho is allowed though, Tenshinhan probably wins.

The movie shows it, pretty blatantly. Tenshinhan's blast hitting the twins is utterly ineffective and he got kicked back very easily by them. He later got beaten without being suggested to give either of them a difficult time.

But he is seen beaten after Gohan beat one of the twins

We do not see the remainder of the fight and Rezun/Rakasei give no indication of having had difficulty with him.

CC, what PL do you give to each of the members of the Patrol of Turles? I know that Cacao has 13,000 PL have the other 4 members?

It's come to my attention that Cacao and Daizu's numbers were mixed up and corrected by Cardass, so their official ratings would be:

Daizu - 13,000
Amond - 9,100
Cacao - 8,400
Rezun - 8,000
Rakasei - 7,600

There is nothing wrong with Tenshinhan being 7,350. Razun and Rakasei are 8k. I put them equals because it looks stupid to differ between them.

Official sources say otherwise on them being equals, though there isn't anything wrong with having Tenshinhan that high when Rezun seemed to be the one he was facing for the majority of the fight.
Back to the original topic though, Nappa still wins without much difficulty, if any. He was capable of fighting someone above 8k to the extent that Goku exclaimed it'd take forever, whereas Rezun defeated Tenshinhan without any apparent difficulty. If we can at least agree that Rezun is at 8k, then this creates a pretty obvious point of comparison.
