I know this isn't asking me but I'll still answer it.
This can be easily answered if we prove Broly > Cell.
First Broly didn't ravage a single galaxy, he ravaged the ENTIRE southern quadrant which consists of countless number of galaxies, the term "Galaxy" here refers to an entire quadrant. People may think is the South Galaxy, but it isn't because in the Japanese version it says directly that the entire "southern galaxy" is being destroyed. DBZ refers to quadrants as galaxies when they specify locations such as "southern" or "northern" and most of the rest are translation errors. The term "Galaxy" in Japanese means "Ginga" which is written like this "銀河" however the terms used here are "エリア" which means "area". An example is here:
The term used here is "Area" however it's translated as "galaxy" and misinterpreted that way. King Kai says "北エリア" Which means Northern Area. In fact, Daizenshuu only uses the word "galaxy" with mentioning their specification only to refer to the "areas" or "quadrants" of the Universe. As shown here, the Universe is drawn as "4 galaxies" but it uses this term to justify the quadrants of the Universe since Daizenshuu claims that the Universe countlessly contains galaxies:

So according to King Kai, Broly almost destroyed the ENTIRE southern quadrant (A couple of planets is nowhere near the size of a universal quadrant):
It would sound retarded for Broly to destroy one galaxy and then go the northern galaxy when their goal is to destroy everything and enslave people.
Movie 8 Guide states this:

According to the guide of Movie 8, Broly destroyed multiple galaxies:

Broly is Multi-galaxy+ buster which means he's >>>> Cell. Ssj Goku wasn't so far off as to say he's tiers below him. Even after knowing that Broly did all that damage Goku says "might be stronger than us" rather than affirming it.
