Examining the fight, I don't think Lao was much weaker than Cyborg Tao. They are shown fighting evenly for a good while before Tao takes the advantage and even then Tao felt it necessary to pull out the Super Dodonpa to finish him off which we know has a large amp. So yeah I don't see Lao being any less thann 80-85% of Tao.

Mr Lao is at most at Old Piccolo's tier, but has no ki blasts. The old man loses.

He might have ki blasts or at the least he showed a knowledge of ki sensory as he knew Gohan would defeat Tao before he started fighting and said that he had enormous power.

Due to the tremendous difference between Piccolo Young Daimao on his old car. I would like to say that Lao is more powerful. I personally have:
