Alright, time to find everything wrong in this list. Just remember, I'm not trying to be a dick even if it sounds like I am. I'm trying to make the list a little more accurate all-around.

Gohan post rage: 900.000, Freeza 2nd Form: 1.060.000

Frieza's almost strong enough to double-stomp (stomp someone who can stomp) Gohan.

Vegeta (healed): 2.000.000, Freeza 4th Form initial: 2.100.000, Goku: 3.000.000

Frieza kicked Vegeta's strongest attack away with little effort. He should be closer to 2,200,000. Also, unless Frieza powered up to fight Goku and you didn't mention it, Goku is strong enough to quadruple-stomp him.

Piccolo: 200.000.000

Until he fuses with Kami, Piccolo tends to be half Goku's base after Z starts in official PL's, so I think the same should hold true here. There's no reason he should be able to quadruple-stomp Frieza.

Nineteen: 150.000.000, post energy: 300.000.000

One Kamehameha shouldn't give him enough power to septuple-stomp his old self, especially when Gero didn't even get enough power to single-stomp himself. On a linear PL list (where 2x power = 2x power level), that would be a 128x increase!

Trunks: 6.000.000, SSJ: 300.000.000

This is almost as bad as 19. His power increased as much as Goku's did from the last arc here, and even if he did train a little, it wasn't for three years.

Eighteen: 375.000.000, Seventeen: 400.000.000

The androids are supposed to be stronger than their future selves, but here they're the exact same strength.

Humans Cell: 500.000.000, Sixteen: 500.000.000

There is no reason either of them needs to be this powerful. Both of them are powerful enough to double-stomp Piccolo and 17. 450 million would've cut it.

Perfect Cell (warm up): 1.275.000.000 (2nd form plus Eighteen's power), USSJ Trunks: 1.407.000.000

A few things. First, ASSJ and USSJ are fan names for 2nd and 3rd Grade Super Saiyan. Second, how fast is 3rd Grade SSJ Trunks? He's way slower than his raw power shows. Finally, again, Trunks doesn't need to be this strong. He's stronger than warm-up Cell, but he didn't stomp him.

SSJ Goku: 3.500.000.000

Woah. This is ridiculous. Even on a linear list, 2.5 billion would be enough to make him well over twice as strong as 2nd Grade SSJ Vegeta, which he was. Here, though, he's strong enough to stomp Vegeta 12 times over. On a linear list, that's around a 5,000-times increase.

Perfect Cell (pre max): 3.750.000.000 (max): 6.000.000.000

Yet another issue with someone being way stronger than they need to be. I personally believe Cell was only using about half his power at the start of the fight, which is more than most people will give him, but full-power Cell is strong enough to quintuple-stomp starting Cell here.

I tried to do a list like this myself once, and this website was an amazing resource: http://logbase2.blogspot.com/2008/08/log-calculator.html. Most of your issues come from making someone's level 1.5x or 2x higher than someone else, which can easily be solved by replacing the top number on the website with 1.1 and seeing how many times 1.1 actually goes into something like 1.5 or 2.

1. Maybe i change this. It all depends on whether you have Gohan keep his enraged power after zenkai. But, i don't see why he can't be that
weak. His attacks did nothing to Freeza.
2. When i say Initial 4th Form Freeza, i mean the one Vegeta thought he had a chance against.
3. I have him half of what he is after fusing with Kami, according to Guru's statement.
4. We don't know how powerful that KHH was. Gero only absorbed a suppressed blast.
5. Trunks was implied to be relevant to the other two SSJs. As for how he became that strong, he was stated to have encountered the
Androids once more while he was back at his future; maybe he got some zenkai.
6. Maybe i change that in the final version of the list, but i see no reason why Present=Future can't be true, since it was stated Future
Androids were just playing with their food.
7. We have to consider Cell's tanking feat against Piccolo's blast as well.
8. Don't forget 50% MSSJ Goku was implied to be a lot stronger than SSJGr3 Trunks
9. So, what multiplier do you give SSJ2? Less than 2x?
