How i found Yamcha's PL: During the year between Raditz-Saiyans, Goku became about 10x stronger in my books.
So, Gero calculated that, over the 4 following years, Goku became 10x stronger each year and, since he mistook
Yamcha for Goku, his PL is 8.000x10x10x10x10=80.000.000

Even if the KK had that cap, a KKx3 would still multiply your power by 3 (you simply shouldn't be able to reach the KKx10, for example).
