Toriyama has stated in several interviews -three, if my count is correct, that Goku during the Boo Saga could not get any stronger than he already was.

Akira Toriyama:
for any stronger guys to pop up, or for Goku to get any stronger than he already was.

So it seems that this:

Daizenshuu:
Super Saiyan 3 "draws the hidden power of a Saiyan out to its limits"
Holds true.

Therefore; under normal conditions, Goku's power at Super Saiyan 3 transformation are his normal limits, and he REQUIRES Super Saiyan God to break past these limits. However, using god level power transforms his normal Chi into God Chi and it's impossible for his base form to surpass his previous strength as a Super Saiyan 3.

Chapter: 518 (DBZ 324), P10.2
Context: Goku asks Boo to rig the match-ups so he can fight Oob
Goku: “…Sorry, but I wanna fight with him no matter what, in the 1st round when both of us still have 100% of our stamina…”

As we already know, Goku begins his bout' with Oob and was... well... losing. Therefore; he's capped out his limits during EOZ and is equal to his previous strength during the Boo Saga but without the stamina loss.

Oob =/= Kid Boo >= Goku SSj3 (Boo) =/= Goku Base (EOZ) > Mister Boo

Everything else that occurs within Dragonball Super fits into that specific gap.

Argument:
Kuririn states that Goku's Base form is stronger than he ever was. Therefore "Goku Base (Tournament) > Goku SSJG (Beerus Fight)'.

Counter-Argument:

Kuririn cannot sense God Chi so it's an invalid statement. Goku's Base form is stronger than it ever was.

Argument:
Beerus states he absorbed the energy into himself so his base form is equal to his SSJG form.

Counter-Argument:
Whiss contradicts it by comparing his Base form to a castle, he's barely a foot off the ground.

Seriously people, take off your Goku goggles. Toriyama has stated several times that he has not forgotten about End of Z, the characters during that time period and especially Oob. Dragonball Super has referenced Oob already so therefore; they haven't forgotten about him either. Every power increase Goku undergoes in his Base form in Super has to fall below Kid Boo tier power.

Using this logical consensus means it's possible for:

a) Piccolo to train and become relevant again.
b) Gohan to be so weak as a Super Saiyan.
c) End of Z to be relevant.

It's a valid point of view I suppose, though I disagree for the most part. I don't care to try and rationalize battle powers in DBS as I doubt there is much thought from the writers about it.

Nah,

Dragonball Super purposely reminded us of these facts:

a) Ultimate Gohan's power-up from the Elder Kaioshin.
b) Oob
c) Goku's limits during the Boo Saga.
d) Goku's strength in his Base form during EOZ, now has a reasonable explanation.
e) Gohan's character in not training.
f) Piccolo's character in training.

So they are maintaining consistency to a good degree.
