1. Gero (post energy) too close to Piccolo
2. All powers after Semi Cell are crap; i don't even know where to begin

 

[Super Neko Majin Z]

1. Like he said, Dr. Gero is too high. Piccolo beat him without even trying.
2. 18 is too high. Keep 17 and fused Piccolo where they are, but ratchet 18 down a few notches so she's closer to Vegeta.
3. Suppressed Perfect Cell is too low. The gap between him and Vegeta is similar to the gap between 16 and Semi-Perfect Cell.
4. Increase 3rd Grade SSJ Trunks so he's stronger than Perfect Cell. It'll make the multiplier ridiculous, I know, but it has to be done.
5. SSJ Goku is way too low in the Cell Games. Vegeta said Goku had surpassed him, and he didn't know Goku was only using half his power, so Goku should be around 5 billion or so. Raise Vegeta to maybe 3.5 billion at most, since he spent the whole fight babbling about how strong Goku was, and adjust Piccolo, Trunks and the Cell Juniors accordingly.
6. SSJ Gohan is too high compared to Goku. He was stronger, but not by such a huge amount. His base should also be 500 mil instead of 400 mil to fit your multipliers.
7. Personally, I'd consider raising your SSJ2 multiplier to give Cell more room to reach full power and his buff form while still being curbstomped. 2x SSJ always felt a bit cramped to me. You're already using unofficial multipliers to begin with, so this should be easy.
8. Super Perfect Cell is too close to SSJ2 Gohan. Gohan wasn't that much weaker in their Kamehameha struggle even with a broken arm.
