A recent translation of an article by Toriyama from El Manga Legendario revealed a decent bit of trivia to clear up things about Nappa's lack of hair and Vegeta's line about Saiyan hair not changing from birth.
Pretty nice way of clearing up that questionable aspect along with things such as King Vegeta's beard, GT Vegeta's moustache, Goku and Vegeta's temporary beards in Super, etc. and doesn't really clash with what the manga presents when considering Vegeta may be unaware of how slow a rate a Saiyan's hair/facial hair grows and it can easily be assumed their head hair only grows up to a certain point. Also adds a little bit more to Nappa's character and Saiyan culture by giving them warrior displays similar to a lot of real life civilisations, as well as somewhat of an opposition to the more spiritual reasons martial artists like Kuririn shave theirs that helps highlight the whole skill/Ki control VS raw strength and talent dynamic of the Saiyan Arc.
The article also talks a little about Saiyan society and how it doesn't really have defined gender roles, though that much was apparent from the Bardock TV Special alone and become more so with more material to follow it.

Akira Toriyama said:For all practical purposes, Raditz had black hair simply because he was Goku’s brother. At one point in the story, Vegeta says that a Saiyan’s hair never grows. Although, of course, anyone could tell by looking at Raditz that it does. So let’s say that a Saiyan’s hair and beard grow slower when compared to Earthlings.
By the way, Nappa didn’t have hair on his head, but it’s not because he was bald, but rather because he had shaved his hair (which, in a way, protected his head) as a test of courage and with a defiant attitude. Speaking of which, Saiyans can also suffer from alopecia (laughs). The Saiyans are a warrior race and the reason for characterizing their hairstyle the way I did was to make it easy for readers to understand that everyone who had come to Earth had incredible strength, and by looking at them you could tell they must be a warlike race.
