Dodoria at 20,000ish couldn't immediately catch up to two people 10x weaker then him. Not to mention that Nappa had a massive head-start on Goku and he was about to use his mouth blast, which Goku already had a hard time countering.

Kid Boo was pissed off, nothing entails that he put more effort into his battle with Good Boo. Whereas Nappa was obviously crapping himself when he heard about Goku being at 5,000.

As a finishing statement, Akira Toriyama has already stated that Saiyans rapidly increase in battle power as they fight against strong opponents. Because Nappa is so tough, the battle would be prolonged, so it might actually be possible for him to turn the fight.

Fan made power levels and myths hold no merit here.

Well... you don't win fights by durability... according to you. Goku said nothing of Nappa's battle power increasing. Despite exchanging a few blows, Goku continues to mock him. So his strength didn't really increase, his fighting technique did because he was calm. Goku then stated that Nappa was 'tough' because he didn't take any damage from their brief beam struggle. Again, he said nothing about his battle power increasing.

Conclusion: Nappa calmed his mind and was able to fight better. Despite this, Goku continued to play around with him. Nappa used his ultimate attack because he wasn't gaining the upper-hand, but despite being at close proximity to Goku, it didn't really have any effect on Goku or himself because... well... he's tough.

I'll stick with Nappa being at 4,500. All these arguments that rely heavily on fan made myths about power gaps are sheer bullshit. Oh, and I'll respond to our little debate about Good Boo tomorrow morning. I just got off work and my body is fucking beat. I don't feel like sitting here and typing up a 45 minute argument

2,500 for Piccolo seems a little high based on how much damage one of Nappa's attacks did to him, imo.

I am in the camp that believes Nappa was at least 7-7,500 against Goku at full power. 4k is just simply too low to not be one shotted by Goku after he went to over 8k for various reasons if Goku was over twice as strong.

I always took the Daizenshuu and other guidebooks with a grain of salt. They are good for supplemental info when they make sense that is, but I am not a wanker of official material just because it is made by staffers. All staffers input is to me is glorified opinion. Some fan theories/opinions/logic > glorified guidebook opinions.
