I see nothing wrong with a Naruto forum starting as a subforum in the General Manga Forum first. If it doesn't get popular enough, we can just delete it.

Unless a huge influx of Naruto fans appears on this forum, I'd say no. Whilst I do discuss such topics when they appear, I don't particularly enjoy to talk about Naruto, so the several members that discuss the series honestly don't seem like enough to warrant a subsection.
