SSJ Trunks (1st Post Rosat): 95
SSJ Vegeta (1st Post Rosat): 100

2nd stage:

Semi Perfect Cell (FP): 135
Grade 2 Trunks: 142.5
Grade 2 Vegeta: 150

So, with just 10% an advantage, Vegeta felt so much stronger than Cell as to let him absorb Eighteen? Bullshit.

Yeah, his stupidity. Not even Kuririn was impressed by the power up.

Not everyone is a tactical genius, and despite having the cells of the best fighters in the universe, Cell gets blinded by emotion very easily.

Trunks was definitely closer to Vegeta's power than Cell, they were near equals. Trunks was beating Cell around just as easily as Vegeta.

So, Cell doesn't have an accurate grasp about Super Vegeta even after getting beaten or just by sensing his ki? Was Cell also stupid with the idea of defeating Gohan when he returned? Or with Piccolo?
Not everyone is a tactical genius, and despite having the cells of the best fighters in the universe, Cell gets blinded by emotion very easily.
The only time that happened was with Gohan and that's because there was a huge gap for him to overcome. With Super Vegeta, he didn't even felt in need to go FP initially till getting beaten.

That was anime-only. In the manga, Trunks only put himself as a shield and then goes Grade 2 in an unsuccesfull attempt to avoid Cell reach Perfection.

Well Cell did get killed by Gohan in the end, so he's wrong as usual. He was only ever right about Piccolo, back when he was cautious about the people he fights, but after he absorbed 17 he seemed to have inherited his arrogance (Along with some of Freeza and Saiyan Saga Vegeta's as part of his DNA).

All the evidence surrounding SSJ Vegeta vs Semi Cell is quite vague, Android 16 only ever said that Vegeta has powered up considerably and Cell isn't fazed on him. The most we get is Trunks statement about Vegeta going to that state from the beginning.

In Dragon Ball, a 1.1 gap is a godstomp if maneouvered the proper way.

The most I can think of about it is the fact that he wanted to pressume his power with Android 16. He was aware that with his speed could avoid 18's self destruction and that he obtained that speed due to No. 17.

About Trunks, he was just refering to his current self (which he wasn't wrong as also Piccolo confirmed that Cell was weaker), and clearly, Buff Cell was stronger than even a FP Grade 3 Trunks.

Realistically, Cell lost because the plot demanded him to lost, he was too haxxed for Gohan and almost his near-equal. He didn't even need to use strength to defeat him.

Was he also wrong with Goku?

Context: after Goku fights Cell at full power for a bit
Cell: “Excellent, Son Goku! This is it! Battles aren’t interesting unless [the fighters’] true power is close to a certain extent like this.”
Goku: “Yeah…I think so too.”

SSJG2 Vegeta tanked a direct punch from Semi Cell in a similar fashion as Vegeta did against Android 19 (Post). There is no way this is merely a 10% advantage. SSJ Goku still budged with a 2x advantage against Frieza. Likewise, Vegeta held a multifold advantage on Jeise and a direct blow from Jeise still budged him and caused his lip to bleed.

The gap between Vegeta and Semi Cell must at least be 50% and that's being completely generous here.

Grade 2 boost is too low. Piccolo noted on multiple panels that it is increasing and still increasing.

2x boost fits better.

Semi cell is to close to vegeta

That's a marginal difference at best. That only means that Vegeta was slightly affected by Semi Cell's punch but he still withstood it the same way SSJ Goku did against 50% Frieza's death beam. There's no way the gap is limited to 10% when Recoome with a 1.33x advantage against Vegeta was being pummeled around like a ragdoll and received visible damage worse than a knick on the lips.
