To be fair, there isn't a ton of difference appearance wise between 1 and 2. Maybe

What's even funnier is that in the same timeframe he actually drew Goku WITH the SSJ2 hairstyle (but no electricity) which implies he also merged SSJ2 with full power Super Saiyan from the Cell Games
Either that or he just noticed the minor difference in hair in 1 and 2 but failed to realize it was a separate form, then went "Oh hey cool, Goku's hair looks extra spikey in this scene! Let's redraw it!"

I kinda wish SSJ2 was presented as a max power SSJ, since the sparks in the aura come and go randomly.
I appreciate that Toyable features it somewhat in Chou.

They don't really come and go in the manga, just the anime. But the anime also can't remember SSJ2 half the time a la Dragon Ball GT and/or all those episodes with animation errors where SSJ2 Goku is just NormalSSJGoku with sparks.

The anime never has its priorities right. If they can't be bothered to draw the electricity fine, but then in some random cases like Super-Saiyan 3 Goku in movie 12 (or even when he powered-up) or Gotenks in Movie 13 they do give them electricity, even-though that's not really necessary to tell that they are Super-Saiyan 3. When it is somewhat necessary they can't be bothered like Super-Saiyan 2 Gohan in Movie 10.

As someone who saw this happen with George Lucas many years ago, I don't think its a matter of AT not caring. I think its more him not caring what anyone thinks. His editor can't tell him what to do anymore. Fans are gonna watch no matter what. We are witnessing a rich man with no restraints.
Also, the BoG movie was okay and he should have stopped with that. At least it turned the dbz formula on its head.
