This paints multiple pictures, one being how it shows Roshi's mastery of qigong in how he is able to perform an advanced ki based ability that Goku was only able to utilize over a decade later, and another being how well AT demonstrates Goku's progression as the story goes along. Roshi is definitely one of the greatest martial artists in the original manga by far.

Another thing it highlights is Goku's potential. Goku picked this ability up randomly at the age of 23 (24 if you count the year he was dead) just on a hunch, whilst Roshi probably trained for decades to acquire it when considering it took him 50 years to master the Kamehameha. On the other hand, it also shows Goku can't immediately excel in all techniques, considering he still required touching someone to make it work.

That said, and not taking it as a plot hole, you could assume Goku never using it again when wanting to learn information was because it's something he wasn't able to master and him using it this one time instinctively was pure luck, compared to Roshi having perfected it.

Though I guess Goku isn't one to gather such intel without people's consent, it's still a shame that no one even suggest using this ability to learn critical information. This could have come in handy in Future Trunks arc, for example.

It'd be hard to fit it into a thread mainly discussing his personality and choices. It does work in showing Goku's skills aren't always perfect, though I have already addressed the point that Goku isn't bordering on some definitions of a Gary Stu like his Super self in the Cell Arc analysis.

Future Warrior has expressed desire to do more work focused on the technique side of Goku's evolution, so I'll leave that part of analysing Goku to him.

Or perhaps Saiyans just generally have a very high natural ki affinity. Vegeta was able to pick up on the finer intricacies of Ki control just by fighting against the earthlings despite being in the same environment as Freeza's empire.

Goku later shows a similar ability of figuring out what was going on during the time he was ill from the heart disease through his dreams, and he also manages to look down on the lower world from Kami's palace similarly to Piccolo. It seems Galu learned some mystical abilities after training with Kaio.
