When Gohan and Piccolo were cornered by Universe 9, Gohan was ready to use all of his power to take them on. Piccolo's reaction alone shows how much of a wild-card it really is.
Enter Full-Power Frost:
Decimated Universe 9 alone and made the Trio De Dangers retreat.
Frost is told to stand-down once Super Saiyan Goku entered the picture.
I wouldn't be surprised if the battle played out nearly the same as it did during the Universe 6 tournament.
Now back to Gohan:
At his normal level, he was overwhelmed by Basil and Lavender without much trouble. Freeza needed to intervene.
Seems safe to conclude that Gohan is pretty weak when he's not using his Full-Power. Noticeably below Frost and Super Saiyan Goku for sure.
We never see Gohan do any visual power-ups during the ToP, but I'm gonna assume he's at Full-Power here. It wouldn't make much sense for him to confront Kefla at anything less than his maximum. Piccolo goes on to say Gohan had become stronger than ever during the fight, but I'm sure Gohan would've already been up there for him to believe he could take on Kefla.
So, Gohan went from being at a level where he struggles with 2 of the Trio--to being Super Saiyan Blue tier.
Back in the Boo arc, Goku said Ultimate was pretty extreme based on how powerful Gohan had become (Above Super Saiyan 3) without actually transforming into a Super Saiyan.
Gohan unleashing his power during the ToP makes that seem like nothing.
