Q: The Kaiōshin are said to have the highest status in the universe, but how can you become a Kaiōshin?

A: No one can. Kaiōshin are born as Kaiōshin. There are three of them, and they work in shifts. Though there are two of them on duty now, if one of the Kaiōshin were to die in an accident, then the currently-inactive Kaiōshin would grow in the Kaiōshin Realm like a plant. If there aren’t any accidents, then it’s said their lifespans are about 75,000 years.1

I don't think so since future Trunks was also an apprentice for Kaioshin as well similar to Kibito.

What does AT meant by "there're 3 Kaioshins"? There is Shin and the Elder Kaioshin.

He also said if one dies, another one would be born like a plant... why didn't this happen when Kid Boo killed them, and only Shin survived?

I guess Kibito? Also maybe it needs a Kaioshin [Shin] in order to produce another Kaioshin but Shin probably didn't bother to do that since he has Kibito with him anyway.

Yeah, that doesn't make sense either and iirc, Beerus sealed Elder Kaioshin 75 million years ago something like that. The GOAT is trolling us again. :troll
