How strong is he compared to SSJ4 Goku. Greater, less, or equal? We never got to observe the two of them in a fair fight.

Two things stick out for me. One is Goku's confidence against Nuova. The other is that Goku states his body in SSJ4 can withstand the heat of Nuova's skin, which is pretty impressive.

I lean towards SSJ4 Goku being slightly ahead. Drawing from memory though.

I guess Goku taking more hits from syn while at the same time being blind counts for something more than being one shotted by syn.
Plus I think being blind lowered his Ki yet he was still able to bare a lot more of syn in comparison to nuova.
Next to that comes his confidence Goku can sense Ki he should know when he can win or not, when he can't or there's a chance he won't then he usually doesn't make comments resembling his victory.

The counter argument would be that most of the dragons displayed confidence.

Personally, I take Goku's word over any newly introduced character, so I agree.

Yeah but in DB series it seems all villians are cocky starting all the way back from Tao and blue they all seemed to think they could win continuing in DBZ from Raditz foolishly letting himself open out of confidence in his power. Nappa and Vegeta. Frieza playing around because he taught there was no way anyone could beat him. Cell came back over confident. This trend continues on and on even baby and 17 were confident Buuhan was confident he could beat the soon to happen fusion of Goku and Vegeta eis was confident and after 10 sec was on his knees. But you see that's the role of antagonist they are confident in their deeds unless a more powerful protagonist appears. With the exception of Vegeta protagonists intend to be a little less confident unless the gap is noticeable

Goku is stronger than him but Nouva is faster than him.

I always thought they were equals. Syn Shenron came out of nowhere with that first shot on Nouva and the 2nd he was shielding Goku. I put them as equals with Nouva's speed giving him an advantage. Then again Nouva thought Goku was going to kill him when Goku managed to get behind him.

Goku said himself that he held the edge in power but Si Xing Long was much faster than him, and it showed when Si essentially held control of the fight to the point where the only attack Goku landed was a headbutt and had to resort to a mirror trick to get any sort of upper hand.

Vegeta also proved that he was out match against Nouva by speed.
