Obni was able to give a decent fight to Ultimate Gohan who had proven to be on the same level as SSB Goku (but below Super Saiyan Blue Kaioken Goku) during the recruitment arc.

Obni's technique was difficult to deal with for Gohan and it took him using the cunning strategy of using the damage he received from Obni's blows as an indication of his position.

Would these 3 fighters be able to come up with the same counter strategy? Or would they get ringed out before they could figure it out due to not being as smart of fighters as Gohan?

The way I took it was that Gohan was pressured so much in close quarters combat he didn't have the time to make some distance and charge up a ki attack. Gohan seemed to only be able to do that kamehameha at the end when Obni had been worn out from overusing his technique and the damage he had recieved.

Obuni's performance against Base Gohan, who's Base Goku's equal, was about the same as against Ultimate Gohan. I'd put more stock in the former performance, seeing as how Gohan may still be saving up Ki. Obuni gets stomped by anyone on the list.

I really don't understand what kind of hope Zamas could've really had for Obuni, he knows exactly what Vegeta and Goku are capable of.

A fair point. Honestly, Gohan's base power could be as strong as he wants it to be, considering his Ultimate state is just his full power. However, considering he was able to react to Obuni's ability without too much difficulty once he used his full power, I doubt Obuni rivals him. If he's lucky, Obuni may beat #17, assuming #17 doesn't just wear him down, but he's definitely not beating Kale or Freeza.

Most likely, he'd probably have Obuni wait for Galu and Vegina to become fatigued from fighting other Universes' fighters. He didn't really know how strong Gohan or Piccolo would be, so him having hope in Obuni and Rubalt defeating them is understandable.

I also remembered that this guy got stomped along with Nigrisshi by Base Vegeta in the episode where U9 was targeting Galu.

So yeah, complete fodder compared to anyone on the list. Most likely, his performance against Base Gohan due to his ability is what's meant to be taken seriously, whilst his performance against Ultimate Gohan was likely PIS.

Yup, skills matters a lot in this arc so whenever you see a two fighters are fighting evenly, take it as a grain salt.

I think you're using PIS too liberally. Obni like all other fighters is not allowed to kill during the tournament. So he could very well have been holding back but ramped it up when he started fighting Ultimate Gohan.

Obni made Ultimate Gohan tired from their punch exhcange and damaged him (Gohan used the damage he recieved from Obni's punches to figure out his location). That fact is indisputable.

Yeah, Obni being around Base Saiyan level sounds much more believeable than at SSJB especially since Gowasu was baffled by SSJ2 Goku and thought that he was at God of Destruction tier, I doubt he would make that statement if anyone in the universe was at that level. Also, as pointed out he was pushed back by Base Vegeta.

Obuni gets stomped every round. Personally I believe that Gohan was using the power he used against SSJ2 Goku and not SSB Goku as nothing in the episode suggested that Obuni was Blue tier.
