Possibly, though that would require making the foreshadowing so vague and interpretive that it can barely even be called foreshadowing.
Also, it pretty much debunks the idea that Oda has planned everything like most fans tend to believe.
George R. R. Martin is the creator of the A Song of Ice and Fire books, whilst D&D (David Benioff and D. B. Weiss) directed its tv adaption Game of Thrones.
The former has criticised the idea of changing a key plot point (such as an ending) at the last minute just because it can be predicted as it causes what foreshadowing you've built up to become meaningless, whilst D&D didn't understand this and ruined the show with plot twists that lacked the proper build up all because they found the alternatives too predictable.
