Did he do anything impressive without the Battle Suit? All I remember is him going down in like a punch or two from Goku. When did he say he was more powerful than Blue?

He said something like, "this will not be as easy as your past battles" or something vaguely along those lines. He withstood a hit or two from Goku who was much stronger than he was against Blue.

Or he referred to the soldiers Goku had beaten on his way to the top of the tower.

I've been wondering, if he's superhuman tier, why did he use a gun to kill Red?

  Speaking seriously, the Black Wizard having at least a minimum of trust beat someone who beat Tao, speaks volumes. I personally have about the level of any man in the red Patrol and Goku when he faced for the first time against Tao Pai Pai.

He is very likely talking about Goku's road to him through the HQ actually. I don't mind him being above Blue though, but if he was talking about Goku's entire fued with RRA then he would've considered Tao aswell, right? And he's not above Tao, that's impossible.

Tao isn't part of the RRA.

He was still in Goku's way. Doesn't matter if he was part of the army or not.

He's either talking about Goku's assault on the HQ or everybody. He can't pick and choose.

That doesn't make sense though. Black knows that all of the soldiers were fodder to Goku, he would basically be calling himself weak if this were the case.

Black could be running his mouth for all we know. He didn't even show anything to put himself above than RRA.

What would he have shown? If Blue appeared for the first time now he wouldn't have shown a thing either, but we know he's far, far stronger than the average RRA soldier. One might say that there's not a thing to put him above all the RRA (which isn't quite true, he simply lacks feats), but then there's nothing to say the opposite either. You could even argue that the fact that he's at Red's side indicates that he's at least a lot stronger than the average soldier, so that's two potential pieces of evidence putting him above the likes of Blue.
