That said, Yi Xing Long himself doesn't have the power to compete with SSG Goku without his strongest attack. He also lacks the speed to use it unless Goku lets him, since Beerus' flight speed feats are 3/4th as fast as what Whis showed, which is far beyond what scaling can provide to GT characters.

Otherworld is a universe-sized space, as stated in the anime and suggested in the SEG map. The scaling works fine if only viewing things in scaling terms. However, that alone can't be used when talking about the destructive capacity and separate continuities. The capabilities of character differ in each continuity. For example, exaggerating the size of various explosions and such cause things such as Namek Arc top tiers being Solar System level rather than just Small Star level as in the anime. Same for the destructive output of the movie continuities being different from the anime.Goku acknowledges having greatly increased his powers since the Arc Boo, but I still believe that Vegeta SSJ2 (M12 / Post Majin)> Pikkon (M12)> = Goku SSJ (M12). So I don't think Goku (M12) is a complete beast compared to his Cannon, unless his SSJ3 multiplier is amplified.

Alternatively, if using composite scaling for the anime, you could just use scaling and apply Galaxy level to the anime versions of any character stronger than M12 Goku, especially considering Anime SS3 Goku and Pure Boo presented Galaxy level feats.
I'd say that'd depend on whether or not you consider scaling for the Boo Arc anime and movies completely devoid from GT or not. I'd say emphasis being placed on Yi Xing Long being able to destroy a Galaxy in the Perfect Files and BT3 doesn't mean he's the first character capable of doing so nor where his power caps out, considering the Boo Arc and onwards still treat Planet busting with high regard when even Solar System busters are surpassed in power.

Including the other realms such as Otherworld, Hell, the Makai, the Kaioshinkai, etc. could make the entire Universe 7 macrocosm up to 40x greater than our universe based on the spherical design of it featured in the SEG. That's the absolute high-end for it though as the SEG map certainly isn't to scale (Serpent Road being shown as far larger than it should be and the Kaioshinkai not being drawn anywhere close to the 10% of Universe 7 it should be).
