Doesn't the Douriki system pretty much imply Zoro and Sanji are pretty much equals? Sanji faced someone of 2,180, while Zoro faced someone of 2,200, which is pretty much a 1% difference. Zoro also seemed to have a bit more of problems against Kaku than Sanji against Jyabura.

Somewhat. It is worth noting that it wouldn't take into account Rokushiki techniques, which is the main reason Zoro had trouble with Kaku.

Most of the fight involved Kaku pushing Zoro back using Rankyaku, with the ultimate form of Rankyaku being what forced Zoro to use Asura.

Ah, that's right. Jabra didn't use any of the techniques against Sanji?

He used Shigan and Tekkai, as well as maybe Rankyaku iirc, though his durability with Tekkai was the only thing that made Sanji use Diable Jambe. He held a pretty clear advantage over Jabra otherwise.

Prime Rayleigh is likely above Admiral tier, possibly rivalling the Yonko. Current Rayleigh is at best equal to the Admirals, if not slightly below them like Marco.
