During the movies maybe, especially movies 10 and 12, but they're pretty conservative on haxing him in filler.

That awkward moment when this^ scene from Punk Hazard is way better than everything the fight against Doflamingo had to offer anime-wise.

They could have made an epic moment during the Gamma Knife or Luffy stopping Dofy from stomping Law's head, but sadly no.

Something interesting I noticed when rereading Dressrosa:

As you can see, that marine commander said that whoever can't use Haki to go inside the factory. And as you can see in the picture, all "low-ranked", 1st 'position' marines were heading to somewhere else (the factory), whereas the ones with cape (which probably indicates they have a higher position) were going to stop the birdcage with Zolo and the others, meaning they can use Haki. If I am seeing right, their wearing remembers a lot that of those Captains who fought the Straw Hat crew back in the CP9 arc, which would probably indicate they are captains and that captains post TS might be able to use Haki.

Clearly the low-ranking (without cape) going to the factory and the "with-cape" proceeding to go with Zolo and the others.

Considering practically any Marine who ventures into New World territory of Captain or above (eg. Tashigi) has been showing to use Haki, I guess this is to be expected.

True. Why do you think Smorker didn't have Haki pre TS, even when he went a rank further from Captain?

He was based in Loguetown, he wouldn't need it or even find out about it there.

Same as Supreme said. I imagine only significant Marines who have Haki would be stationed in the New World due to the difference in level between that and East Blue. After all, it isn't a set rule that there aren't many Captains with Haki. All Vice Admirals having Haki doesn't mean a hefty amount of Captains don't have it too, just not 100% of them.

Considering Smoker's power in Loguetown was likely far lower than current Tashigi, it's most likely he wasn't given enough tough experiences with his duties for him to awaken any signs of Haki until his New World training.

They all can but they would all be beat in differing amounts of time.

Probably not against Aokiji. Freezing hax + great range with Ice Age would allow him to trap all of them at once. The others are debatable though. I think they could definitely take down Akainu, since his fighting style seems the most straightforward and predictable out of the 4 known Admirals.
