Here's what I think.
Goku thinks Giant Piccolo didn't lose speed. So he's going to assume Oozaru Vegeta doesn't lose speed.
I think Oozaru Vegeta is using Power Ball Vegeta's speed level when he fights against Battle Damaged Goku.
Goku expects to outspeed Vegeta with Kaioken, and is surprised that Vegeta can go that fast. Which means, Oozaru does get a speed increase, which Injured Oozaru Gohan already has proven, and, Post Power Ball Vegeta is indeed as weak as many have suspected. Now we have documented proof.
KKx2 Goku (Damaged) > Oozaru Vegeta Initial Speed = Post Power Ball Vegeta Speed > Goku (Damaged)
This is a genius power chain that really allows us to lock in where Oozaru Vegeta truly is. It looks like that 60k estimate for Vegeta is going to be quite a fine placement for him afterall.
