Drum had Tenshinhan dead to rights before Goku showed up. He was not holding back at all.

@MikaelHarding I think instead of lowering the level of Tenshinhan and Chaoz in the Arc Piccolo Daimao, you should increase the power level of Drum.

Goku and Vegeta got stronger in their respective training in the Arc of Moro. Goku got a lot stronger training with Merus, Vegeta got a lot stronger training on Yadart.

I find it funny that in the Uranai Baba Arc you have Tenshinhan, Tsuru and Chaoz, instead of Krillin and Yamcha
