^Yeah, basically everybody during the tournament recruitment phase failed to deliver on the hype they promised. Android #17 was the only one that delivered, and he never promised to do anything but show up. Krillin got the most amount of screen time and broke through his limits, renewed his interest in defending the universe, and he got smacked around. Tenshinhan did jack shit. Gohan was going to evolve in his own way not reliant on his Saiyan blood, and he didn't do that. Roshi held up fairly well, but didn't do too much either. #18 killed Ribrianne and I guess that's fair.

Also, Gotenks in Z. Did nothing of worth except hold Majin Boo off long enough for Gohan to show up and do nothing of worth.

The pinnacle of this example is Gotenks, who introduced a fusion of no consequence to the series and was clear that :troll was completely out of ideas.

1st form Cell. His introduction leaves a lot to create a decent mystery (even if the answer is something as poorly written as time travel) and could've resulted in an interesting scenario as the Z-Warriors struggle to think of how to combat this unknown threat. All that is ruined by Cell lazily infodumping everything about himself. What's more, you'd expect him to be using all of his data to his advantage, yet he makes perhaps the dumbest mistake in the entire series by not anticipating Piccolo's regeneration when it later became Cell's greatest gimmick and something he was well aware of.

Gotenks comes as a close second for reasons already mentioned. Whilst many may have had Shin in their minds, I'll say in his defence he even admitted he didn't think he could match Goku during his introduction and his techniques would make him quite the threat if utilised properly and not limited by sloppy writing, so it's not as though the bar was set ludicrously high for him.

Chappa's another one. The hype surrounding his presence in the build-up to his fight with Goku would make you think that a pretty interesting match would ensue, but he ended up being a non-threat that was shortly dispatched. The rematch didn't have nearly as much anticipation leading into it, but it still added insult to injury as he was dealt another embarrassing loss.

This isn’t specifically one character, but the Red Ribbon Army as a whole were incredibly underwhelming. They were constantly being hyped up as an enemy that could not be defeated, yet the only person who gave Goku any trouble was a contracted assassin with no affiliation to the army. They were hyped up to the point where it was implied that even with Roshi, Krillin, Yamcha and the rest joining Goku, they may not have been able to win - yet Goku did it himself.

White would've killed Goku if not for #8 and Blue would've killed Goku, Kuririn, Bulma and Roshi if he'd been just slightly more thorough. Black's Battle Jacket also dealt some level of damage to Goku and even carried the possibility of killing him with its missile.

To be fair, the groups Goku took out had very small militias, with a lot of Blue's main force being wiped out by the traps in the pirate lair. Knowing that this would be only a fraction of the RRA's total and the technology they were shown to have, it's quite feasible to imagine the main cast being taken out prior to Goku's training with Karin.

It was indeed an anticlimactic end to the conflict, though that was practically written out as obvious with how much Taopaipai was hyped up as a last resort.

Indeed, but my response was to the idea that Tao was the only one who gave Goku trouble. Regardless of their methods, White, Blue and Black each succeeded in doing so to varying extents.
