I got this battle idea from this guy on Youtube, he's saying because Manwolf took a lot of hits from Chun and has a 30-dan in Kenpo that he's stronger than Pamput who Goku one shotted.

Goku was 100% serious when he took down Pamput. Jackie Chun went easy on Manwolf out of pity.

Anyways, I'd say Pamput simply for being more impressive offensively on-screen.

I don't think Jackie Chun tried or was going for a one-hit KO in the fight. In-fact he even seemed to patronise and mock him at times, like when he mentioned his Kenpo achievement.

Yeah I think Jackie was mostly just curious the bugger hated him so much. He could've easily given him the Yamcha treatment from last time.
