It's a nice contrast to how he "babysat" Gohan back in the day after Goku had died.

Not really. Though it shows Piccolo's dedication since he even bothered to remember what she likes to eat and how to specifically prepare her meals.

Like the majority have said, no. Even though it's nice to see this caring side of Piccolo, it's portrayed in a way that's a great disservice to his character's integrity when considering this is practically his main role in the story now. Like most of Super's attempts at character writing, it's just taking one of the core traits they had in the series' original run (in this case, the care he had for Gohan) and amplifying it to a hyperbolic degree.
