Piccolo (EoZ) vs Perfect Cell?

In the Anime in EoZ, we are hinted that Piccolo is superior to Krillin and Yamcha, since Goku only asks Piccolo only if he will participate in the Tournament.

Krillin and Yamcha in the Otherworldly Filler were stronger than Pikkon (Arc Boo).

Pikkon (Boo) was very slightly superior to Goku SSJ (Boo), if we consider that they both progressed the same in those years if we are based on DBZ Movie 12.

Speaking purely for the anime, it's possible Piccolo could win due to the Yamcha and Kuririn example, but saying he surpassed their filler selves is pure assumption based on the status quo with no real evidence supporting it. Piccolo conceded that he couldn't keep up with the Saiyans, meaning he still hasn't surpassed SSJ Goten/Trunks who are stated to not be far stronger than what they were as kids in the Daizenshuu and aren't suggested to be any stronger in the anime.

Goku said that if Goten kept up with his training he could have been a match for Fat Boo, that sounds like a ridiculous jump if Goten didn't get much stronger.

Not really. We're talking about someone who became a SSJ at 7 and without it was already capable of fighting on par with #18 despite the only formal training he had being play fights with Trunks and less than a month sparring with Gohan. With that kind of potential, Goten could've easily caught up to Boo if he'd trained like Goku had regardless of the current gap between them. Moreover, Goku saying this only shows Goten could do so if training regularly, with it not directly implying he'd suddenly get to Boo's level from a little bit of training (unless maybe he manages to find a Zarbon tier punching bag for 4 months :troll).
Most importantly though, you have a source like the Daizenshuu directly stating Goten made no explosive growth in power due to slacking off, which is far more hard evidence than a statement that can be interpreted several ways.

These days, I tend to take Goku's statement as an indicator of how much sheer potential the kids had and subsequently wasted. Goten and Trunks were prodigies at ages 7 and 8, respectively, already mastering a legendary transformation and being stronger than other warriors who had trained and battled intensely for decades. If they had actually trained seriously like the adults and kept at it, they easily could have surpassed Majin Boo, but they lost their interest over the years and never reached that prediction. I don't think it actually means Goten or Trunks were anywhere close to Boo's strength. But that's just me and my old brain changing views as time rages on.
