I would go with Ten on this one. Seeing as I put Krillin under Sacred Water Goku and Tenshinhan who was even with Weighted Goku said that he was far ahead of Sacred Water Goku and if Piccolo was that far ahead of Goku he should have one-shotted Krillin.

I have them very close in power. Maybe Tien's tri beam makes the difference.

Tenshithands beats this Piccolo. There's no cause to believe anything close to initial unweighted Goku or full speed Tenshithands had been seen up until that fight.
