Piccolo is probably stronger than most of the Ginyu force and Ginyu Goku on the other hand is just 23K so he loses hard IMO.

OP says this is Goku Ginyu without injuries. You know, Goku in Ginyu's body.

Anyway, I don't think Goku is capable enough to fully unleashed Ginyu's true power so Piccolo wins IMO.
