Kaioshin is nowhere near the Base Saiyans, weaker than even Pui Pui.

Piccolo manhandles Badibi. Kaioshin doesn't know how he'll do against Kaioshin.

In the anime, Badibi tries to attack Piccolo and it fails. Kaioshin never thinks he will have a good fight against Badibi.

Kaioshin > Piccolo was based off of respect, no ki sensing.

A God's ki cannot be sensed by mortals. Piccolo never sensed Kaioshin's ki.

If they ended up fighting, Piccolo would have wiped the floor with him.

Kaioshin > Piccolo was based off of respect, no ki sensing.

Piccolo could have also placed the hypothetical Grand Kaio on a pedestal above himself, perhaps due to rumour or assumption. Either way, I find the context incredibly clear. As soon as Piccolo dropped out he asked about Kaioshin's identity. It's clear his head was not in it, and Kaioshin reading his mind was the final straw.
