King Cold doesn't have other forms. He's in his true form. King Cold in his true form is on par with a suppressed Mecha Freeza, who's much weaker than 100% Freeza, but also strong enough to help out against an improved Super Saiyan Goku.

King Cold being around 70% Freeza seems to work best imo. Giving credit to both of the qualifying suggestions of his power.

Chilled isn’t that strong so I don’t think he ever had troubles controlling his power.
