Letting aside whether Shin is above or below Piccolo, the Daizenshuu stated Piccolo withdrew from the fight realizing there was a big gap between their powers after Shin read his mind.

Would you guys agree such take from the guide is completely out of context? Why would reading one's mind imply a strength dominance? By that reason Shin would be stronger than Vegeta since he had read Vegeta's thoughts that "destroying planets can easily be done by Saiyans too", to which Vegeta was like "so this clown can read minds too!"... Piccolo to me clearly associated reading mind as a special ability that wasn't expected from mortals... Right after that, Shin stated Piccolo ought to have started to realize who he was (as Piccolo [Kami more precisely ofc] was a former God)... How does one can derive a power inference from that act?

The guidebook is wrong here. Piccolo has no idea about how strong Shin is. The context is key, look at how Shin reacts to Piccolo’s forfeit.

I’m telling you guys, Piccolo > Shin is the only way out of the mess that is the Buu Saga.

Shin is light years away from Base Saiyan strength, Piccolo is not. It’s that simple.

You have SSJ Goku threatening
Kaioshin by charging a ki blast in order
to fight Majin Vegeta.

If Kaioshin was below base level,
surely that would be unnecessary as it
would be pretty overkill

Also we have Fat Buu who cannot
sense ki clobbering Kaioshin just
as good as he did Dabura and Gohan
and he faired about as good as they did.

I think you’re misinterpreting the guidebook here. Nowhere it’s said that mind reading = stronger.

Piccolo did seem to notice something though. He genuinely believed Kaioshin was his superior.

We know Shin is nowhere near Dabura or Gohan, survival feats aren’t always power based.

It shouldn't be taken as an indication of power. The first example we see of mind reading is Roshi reading Namu's mind. Roshi and Namu were pretty comparable in power during the 21st. Namu was surprised by his ability to read minds but it had nothing to do with his power. The same should apply here.

You’re asking the wrong question.
Why did SSJ Goku need to threaten
Kaioshin by charging up a ki blast if
he’s weaker than his base?

We see Majin Vegeta using a small kiai
to send Gohan stumbling on his ass,
surely something similar to a lesser degree would suffice with less ki usage, right?

He didn't need to.

Absolutely. Base Goku could have done that to Shin without a doubt.

Point P is making is that Goku didn't turn SSJ to threaten Shin, he turned it as a response to Vegeta. When he threatened Shin he was already in SSJ, he wouldn't turn back only because he could also do that in base.

Oh I get your question now. In regards to charging a chi blast, what other way he would threaten Shin? Charging a chi blast would just make Shin understand Goku wouldn't stop. It's not like he needed a chi blast, it was just a way to show Shin not to interfere. Shin was counting in Goku not willing to fight him to stop. He knew that if Goku was willing to fight Shin would be lost. So once he saw Goku had this resolve to even harm Shin, he stepped out. And I don't think Goku really wanted to hurt Shin... Just pointing a chi blast was an effective way of getting Shin to understand the point without hurting him. Using a small kiai to knock down Shin may be something Goku likely doesn't want to do, he doesn't want to get into anything in a, even if minor, violent way, just drive the point that "there's no stopping me" by making it appear he would fire the blast at Shin.
