Piccolo speed faster fast Frieza Freeza quicker quick

Didn't find a topic about this. Why's he think he's faster than Freeza? Is the gap between him and 3rd Form that small he thinks his disproportionally high speed from being unweighted is enough to still be quicker than Freeza? Is he just panicked? Is it Nail's influence? Does Piccolo not know about speed and power usually increasing together? Does he think Freeza didn't increase his speed as much as other characters do during power ups? (Even though Freeza looks aerodynamic)

Likely because he managed to escape from Freeza twice, so that gave him the false impression he was faster. It's possible Freeza was also holding back his speed there and then showed it to him when Piccolo had this idea, more like a "huh you thought you were that quick without weights, I gave you this idea too for a while but what about now??" to frustrate Piccolo even more as Freeza is sadist.

A person's strength and speed isn't automatically proportional with another person's strength and speed, it's just that most of the time it works out that way. We're shown examples like Burter being faster than his peers or Goku without Kaioken being faster than Ginyu. It's a weird assumption to make given that it's not true 99% of the time, but the precedent exists.
