Extra Stuffs: No Planet Busting, battle takes place on the nameless planet on the tournament stage after Vados and Whis expand it.

Piccolo wins in all 3 scenarios. 3rd form Frost did at least as well as 4th form Freeza did against Goku, if not better. Piccolo should be at bare minimum a fair bit stronger than that version of Frost to be capable of wearing down True form Frost.

Oh okay that sounds plausible, how easy do you think Piccolo would win, would he struggle or would it be a cake walk?
Let's see, so if 4th Form Frieza is a 100, what would you say Piccolo is?

Depends what kind of boost Frost got between the two forms. Obviously it wasn't as monstrous as Freeza's, though still significant. If we say it's a 2x boost or something, it'd be something on the lines of this by your scale for Freeza:

4th form Freeza - 100
Base Goku (FnF Arc) - 105
Base Goku (U6 Arc) - 130
3rd form Frost - 115
4th from Frost - 230
Piccolo - 180

I guess Piccolo would oneshot with a gap like that. If we were to compare Frost's boost to something similar to 3rd form and Initial True form Freeza, it'd be significantly lower, though Piccolo would still likely have little difficulty.

Yeah, Goku went Super Saiyan after being beaten up a bit when Frost was in his 3rd form knowing he wasn't in his true form yet, so Frost responded by turning 4th form.

My only hesitation is that if the Multiplier SSJ Goku and Vegeta to the Universal Tournament is 50x? Or something like multipliers of DBGT SSJ? And the SSJB = 50x Base?

Debatable. Whilst he made Goku go SSJ, Goku took no external injuries from his attacks and got up casually after the assault. He also knew Frost was still hiding his true power as well.

Frost was suppressing his power in that scene. He didn't want to hurt Goku.

That wouldn't make much sense when not only was his kind personality a façade but was even surprised by Goku not being hurt by an attack he seemed to have great confidence in.
