External material has both of these guys listed at about 3,500, which I'd say fair. If I had to give the edge to someone, I'd give it to Piccolo here. Better techniques and regeneration, all things equal. I can't say how Kaio would fare in an equally matched fight, but I can for Piccolo given several occasions (17, 2nd Form Freeza), so my bet is with him.

Maybe not. The point was I saw them as relatively equal and I have better faith in Piccolo in that kind of fight, especially versus Kaio.

Even if the two of them are equals, Kaio would still be the most experienced fighter of the two, being a literal God of Martial Arts. Piccolo gets wrecked here.

Initial Nappa is 4k going by official sources and nothing contradicts that entry.

Nappa was 4k while fighting the z fighters but he powerwed up to that level.

It's very questionable if Kaio's assessment of their power was purely based on their resting levels when stuck in their pods though. Given his personal knowledge of Freeza and his duty in keeping an eye on events in the northern quadrant, it's highly likely he'd seen Nappa and Vegeta in action prior.

Freeza was the universe emperor and the strongest being so Kaio knowing of him is not a surprise. There is no reason he would know about Nappa and Vegeta who were just mere soldiers in the Freeza army

They were amongst some of Freeza's strongest soldiers and it would make little sense for Kaio to make his judgement purely based on them sitting stationary in a space pod.

Piccolo also couldn't get a reading on Vegeta's Ki despite the concept of suppression being alien to the prince at that point and had to deduce he was above Nappa based on the way he ordered him around, so it's highly doubtful Kaio would make his assessment on the two Saiyans sitting around and doing even less.
