Piccolo (Weighted) (BoZ)> Goku Super Kamehameha (TB23)?

It is said that Goku's Super Kamehameha (TB23) could even destroy the Moon. For while a Piccolo relatively superior to its BoZ counterpart, with Heavy Clothing casually destroyed the Moon.

The same guide that said that also said Goku's Super Kamehamhea was at 910, so going by the guide, that would be a no.

The Daizenshuu entry isn't saying Goku's Kamehameha specifically is able to destroy the Moon, it is calling back to Kame-sennin's Kamehameha and then noting that Goku's KHH is even stronger than that one:

Since Kame's KHH is an outlier, Goku doesn't scale to it from this entry, IMO.

I'd agree with that. To add onto it, Piccolo's best attack was suggested to be even stronger and was only a Small Country level attack, despite him definitely not being the type of person to hold back the environmental damage at this point.

Daizenshuu 7's entry on it also implies it's the kind of attack that can't have its range reduced without having its power reduced too, since it lets out all the person's ki in the form of a huge shockwave. If he suppressed its explosion radius, it wouldn't have the same destructive power.

An attack where he lets forth tremendous ki from out of his entire body. It possesses enough destructive power to blow away the entire Tenkaichi Budoukai grounds. It is the technique that he brought out as his final gamble in order to defeat Goku. It is also called the Full-Power Shockwave.

Vegeta did supposedly control the size of his explosive wave against Boo though, given how it didn’t blow up the whole planet.

The Final Explosion is an even more potent attack and it would make even less sense if it’s range could be controlled though.

Despite its similarity, it's still fundamentally a different attack though. In general, most self-destruction attacks in the series tend to be consistently quite short range, so it makes sense for the Final Explosion to not have the same range as its power.

Meanwhile, the Chobakuretsumaha is very much implied by the Daizenshuu to have its power and range coincide, and being vaguely similar to one attack doesn't mean they're exactly the same. By that train of thought, there should be no fundamental difference between the Kamehameha and Final Flash.

Going back a bit on the aspect of Piccolo’s Chobakuretsumaha being an accurate demonstration of his destructive capability, I’ve found this:

Vegeta brought this out in order to defeat Majin Buu (good) in exchange for his own life. It's the ultimate self-destruction technique, which explodes all the energy in his body, enveloping the opponent. It creates a crater-shaped depression with a 1 kilometer diameter around the user, and had enough frightful destructive power to affect the Earth. (Daizenshuu 2, p.216)

Vegeta’s self destruct is also described by Daizenshuu 7 as expelling all of the energy on his body, yet it still had it’s range limited. This means expelling all your power like Piccolo did doesn’t mean the attack is completely unrestrained.
