I'd give Dabura a minimal edge power-wise, though I'd say Paikuhan's techniques would allow him to win, his Hyper Tornado being a good way of blowing away Dabura's flames.

Paikuhan defeated Super Perfect Cell (albeit with a cheap shot, but it's still Super Perfect Cell) while still wearing his weights. Even assuming Gohan was SSj2, Dabra would still likely lose to Paikuhan's greater power and techniques.

It's most likely Cell was heavily suppressed down to Base Goku's level for a warm up, seeing as how the anime still keeps the power chain of SS2 Goku > SS2 Cell Games Gohan > SSJ Boo Arc Goku.

- Cell was suppressed because why would he need his FP to deal with Base?Semi-SSJ? Goku? Especially when he didn't need to use FP when they were alive.
- Gohan was a SSJ vs. Dabura
- Dabura is on the same level as Cell when he fought Goku
Paikkuhan was dominating Goku in their fight with the only hits Goku landed on him being
1. Super Kaioken that sent him flying, but he immediately retaliated with a Nova-Strike Esque attack
2. Instant Kamehameha that was a surprise attack when beat him winning Goku the fight on a technicality

Pikkon stomps. While putting on his weights, he knocked down Super Perfect Cell. I believe this is a very fine claim and would still fit the Ssj2 Gohan CG > Ssj Goku Buu Saga chain, it would just make Gohan far above Cell, but Solar Kamehameha becomes hundreds of times higher than Cell himself
