Is it possible that what Goku felt at that village was actually the peoples ki?

Probably not, considering we would've seen this ability far more from him in Part 1 if he had low-level Ki sensing when there were several instances of hidden opponents (eg. Murasaki) and cases where he'd otherwise find it strange to feel nothing (eg. Metallic). It was likely more to do with attuned instinct from his heightened senses.

The Pirate Robot kind of proves that it was his heightened instincts more than anything. We know the robot has no ki signature.

The Pirate Robot was clearly a vessel for another being, and we can tell from the shape of its head who Galu was actually sensing a fraction of.
