Cell's power-up and Gohan's power-up are absolutely massive. Some of the biggest in the series. Go look at them. And then Gohan is one shot exploding the Cell Jrs. That's like a 10x gap. Kid Goku vs Drum stuff. HUGE gap.

Because Cell saw SSJ2 Gohan obliterate the Cell Jrs and thought his power might be able to defeat someone like that.

SSJ2 Gohan couldn't fully tank FP PC and I think PC's FP Kamehameha probably can kill Gohan.

SSJ is just so far away from the SSJ2 powers. They are night and day.

Yeah, Gohan countered with his own KHH, but you also got to remember it was aimed at the earth which Cell knew. If the earth is blown-up no-one except Cell would survive.

He's not close to Gohan. But the audacity to think he can even fight a being who just did that to the Cell Jrs is insane.

His power-up is also beyond Semi-Cell's power-up, which is at least a 1.5x boost or so. So Cell is powering up at least 2-3x here.

Yeah, I don't think Gohan can punch it back. He needs that Kamehameha imo. Remember, the whole cast thinks he's going to die as well.

Broly LSSJ was considered a tremendous threat to the Z Fighters in the First Rose.

In the OVA, it appeared that the Z Fighters were the same as their CG counterparts, with the exception of Gohan.

Broly LSSJ >>>>> Z Fighters in M8.

Hatchiyack >>> Z Fighters in the OVA.

Gohan in the OVA appeared to be equal to or slightly weaker than Future Trunks. The combined and amplified attacks of the four Super Saiyans in the OVA barely surpassed Hatchiyack's attack.

Hatchiyack is slightly stronger than Broly LSSJ (M8), according to Goku.

Yeah, I'd like to look into that. However, there's no way M8 Goku is stronger than M8 Vegeta as much as CG Goku was stronger than CG Vegeta.

I think the Z Team are all basically the same level at M8. I feel like that's probably carried over in the Ova as well.

Indeed. I think Super Saiyan 2 is on an entirely different level than Super Saiyan 1.

Grade 3 is a 10x boost and it seems likely that Grade 2 is a 2-2.5x boost, so SSJ2 being around 4-5x makes the most sense to me.

Toriyama tried to make Cell appear threatening despite being weaker than Gohan. It wasn't a guarantee that Gohan would have been able to counter his Kamehameha in the eyes of the Z Senshi. If Cell was closer to SSJ than SSJ2, this would be a pretty hard sell from the perspective of creating tension.
