If Gohan was a Super Saiyan at the Budokai, would that alleviate any issues?

It makes Kaioshin's statement to Kibito make a lot more sense. I don't buy that SSJ Gohan against Dabura was stronger than SSJ2 Budokai Gohan, "resting ki" or not. Kaioshin then tells Kibito that he never witnessed Gohan's abilities which obviously makes little sense.

I think just accepting that AT was burnt out on the series and not doing much thinking during the Babidi segment of the arc is best. Kaioshit being more shocked at base Vegeta's power than at SSJ2 Gohan's, Goku only just noticing Gohan got rusty during the Dabura fight despite it being noted his SSJ2 Ki fell compared to 7 yrs ago, and people counting Gohan for permanently dead despite him never having been revived before when Yamcha wishes all the good people that died that day back... it all stinks of bad writing and negligence

Good points.

I think I can prove that Gohan has to be the same form both times based on the Buu meter.

Why's this?
Gohan is able to move up the Buu meter up by about 5 points when he is damaged by Dabura's blast, yet sustains no real damage.

This is problematic for mathematical reasons and creates a numerical impossibility. Gohan cannot give enough damage energy to the Buu meter to move it up 10% of what he gave as his full power as a Super Saiyan 2 and still be able to compete with Dabura.

Essentially like this...

Buu Meter 100
SSJ2 Teen Gohan 45

Buu Meter Post Dabura Fight ~ 50

Which means SSJ2 Teen Gohan 45-5=40 which is pretty reasonable, we can see Gohan still being able to contend with Dabura after losing that much.

But...

If SSJ Gohan is 22.5 -5 He's a 17.5, which is too much of a decrease.
