Which one should be stronger?

You can argue for that or how would this fight go. None Cell can increase their power higher.

You mean after taking Goku's KHH? Definitely still well ahead of Buff Cell from before the Cell Games. Cell was still far ahead of Cell Games SSJ Vegeta level after taking the KHH. I can't see Buff Cell being that strong if Vegeta had some level of confidence in his own abilities.
