So wouldn't this mean Chaozu is over 1,030? Don't they have Chaozu at 610?

The 220 was from Saiyan Saga Kami, who coukd very well have been further weakened due to his old age. Not only this, but it was said in the Freeza saga that the original Kami's power was divided by two after being separated, so if Piccolo Daimao regained his youth, he'd likely be above Kami.

Actually V-Jump came from Hobby's Jump, after which this latter being diacontinued.

The Jump-line magazines were all created and published by Shueisha, which includes V Jump, Hobby's Jump(now defunct), and Weekly Shonen Jump They're all sister magazines.
